Accountability, but at what cost?

Finally some accountability. But it has taken a terror drama as vivid as what happened in Mumbai for Mr. Shivraj Patil to spell out that he takes moral responsibility for all that has happened. I think he should address the nation and apologize for what has happened. Is it really not possible to instill a sense of responsibility in politicians? Is it the fact that nothing can be done to them for the 5 years they are in power which causes this? May be we will be better off, if capability decides who gets to be in the cabinet rather than loyalty.
